Extended statement reporting Stephen Hayes’ alleged admissions that he had been ‘conspiring with the Free State Government through their agents Dr. James Ryan T.D., etc.’ Hayes was Chief of Staff of the IRA Army Council 1938 – 41, during the period of Sean Russell’s English dynamite campaign. He was arrested by IRA investigators, interrogated and allegedly tortured, and signed a long statement confessing that he had passed information over a period of time to Dr. Ryan and others. He escaped from IRA custody and repudiated his confession, the truth of which has never been fully clarified. An important and very scarce document as possession of this material would have been regarded as a serious criminal offence at the time.
